6 <br /> months after the due date for any unpaid assessment , levy, charge <br /> or other payment against the shares of stock of the Association or <br /> under any subscription for stock to the Association or under any <br /> contract or water right application with the United States or under <br /> any other instrument in writing providing for payments either to <br /> the United States or the Association whether running to the <br /> Association or the United States or under any contract between the <br /> United States and the Association shall immediately proceed on <br /> behalf of the Association and in its name to enforce the collection <br /> of the same against land water rights and/or appurtenances <br /> described in any such subscription for stock to the Association or <br /> in any such contract or other instrument in writing, given for the <br /> purpose of creating a lien to secure payment thereof, in the manner <br /> provided in the Articles of Incorporation, in these by-laws and/or <br /> in any such contract or other instrument in writing. The Board of <br /> Directors may proceed before the expiration of said six months <br /> period to enforce such collections if in the opinion of the Board <br /> earlier action is required for the protection of the Association <br /> or of the United States. <br /> Section 2. Nature of lien. <br /> For the purpose of mutually protecting the Association, <br /> stockholders, water right applicants, contract holders, water users <br /> or land owners and insuring the prompt collection of any and all <br /> assessments, charges or other payments to he paid or made by such <br /> parties or any of them under the terms of any subscription for <br /> stock to the Association or under any contract or water right <br /> 11 <br /> 65 <br />
