Special Stockholders Meeting—May 23, 2017 <br /> A Special Meeting of the Stockholders of the Fort Lyon Canal was held on May 23, 2017 at the Pioneer <br /> Historical Society Museum to authorize the Board of Directors to contract indebtedness in excess of <br /> $50,000.00 above the anticipated available funds for the fiscal year for the repair of Adobe Creek Dam. <br /> President Hemphill called the meeting to order and stated to those in attendance that only the subject <br /> posted in the Special Meeting Notice will be discussed today. <br /> Director Mauch read the Notice of the Special Stockholder Meeting as placed in area newspapers. <br /> Joe Kasza moved to nominate Amy Van Horn as secretary for the Special Stockholders Meeting. Bill <br /> Grasmick seconded and the motion carried by voice vote. <br /> President Hemphill called upon Steve Jamieson with W.W.Wheeler&Associates. Mr.Jamieson reviewed <br /> a Power Point presentation pointing out the issues with the outlet works of Adobe Creek Dam. In March <br /> 2017 an inspection was performed on the outlet works by the Dam Safety Engineer and representatives <br /> from W.W. Wheeler. A reservoir restriction was then discussed with the Board of Directors. <br /> In May 2017 a letter was received from Colorado Division of Water Resources ordering a restricted <br /> reservoir level of 25.3 feet. This storage restriction will result in a loss of storage volume of approximately <br /> 32,860 acre feet. <br /> Discussion was held regarding the possibility of enlargement of the dam. <br /> A prequalification application has been presented to the Colorado Water Conservation Board requesting <br /> a low interest loan for this project. There is the potential of obtaining 1.1 million in grant funds for this <br /> project. <br /> A Feasibility Report will be prepared and presented to the CWCB. Approval of the loan and grants is <br /> expected in September 2017. <br /> Construction on the project would be expected to be complete in 2019. <br /> Mr.Jamieson answered questions from those in attendance. <br /> Jack Goble with Lower Arkansas River Water Conservancy District discussed the grant funds that will be <br /> available for this project. <br /> Tom Williamsen reported on possible alternate storage options while Adobe Creek Dam is under <br /> restriction. <br /> • Winter water storage season — Use Horse Creek Reservoir and Adobe Creek <br /> Reservoir up to the restricted level. During construction it is expected that Fort <br /> Lyon will not be able to use Adobe. Winter water can also be stored in Lake <br /> Meredith, Pueblo Reservoir and John Martin Reservoir. <br /> • Irrigation season—When the Storage Canal comes into priority and rehabilitation <br /> is underway: <br /> o Use Horse Creek reservoir to store up to its capacity, approximately <br /> 28,000 acre feet. <br /> P e 112 <br />
