Initial <br /> outreach was held with the FRICO Board of Directors and Barr and Milton Division shareholders. As you may be aware, <br /> the Division 1 Water Court ruling in the 02CW403 case created controversy with some FRICO shareholders and impacted <br /> the timing of the entire project as subsequent tasks were dependent on the outcome of the survey of FRICO <br /> shareholders on alternative agricultural transfers. As a result,the sequencing of tasks was modified from the original <br /> approach of surveying FRICO shareholders and then presenting leasing options to municipal water providers. The focus <br /> instead shifted to the development of the water leasing market experiment and detailed discussions with two water <br /> providers,the City of Thornton and South Adams Water and Sanitation District to explore water provider willingness to <br /> enter into alternative agricultural transfers and/or the shared water bank concept. The outcome of those discussions <br /> resulted in Thornton and South Adams providing data on potential water supplies that could be available for a shared <br /> water bank in the near term. The project team is in the process of finalizing the draft water operations and accounting <br /> 1 <br />
