COLORADO <br />Colorado Water <br />Conservation Board <br />Department of Natural Resources <br />1313 Sherman Street, Room 718 <br />Denver, CO 80203 <br />Memorandum <br />To: Rebecca Mitchell, Water Supply Planning Section Chief <br />From: Kevin Reidy Et Ben Wade <br />Water Supply Planning <br />Date: February 27, 2017 <br />Subject: Water Efficiency Grant Fund Recommendation for Ruedi Water Et Power Authority <br />Recommendation: <br />The Water Supply Planning staff recommends that Rebecca Mitchell, Section Chief, approve a <br />Water Efficiency Grant to purchase Et install 300 rain sensors for the Town of Basalt residential <br />irrigation systems in the amount of $20,200 for the Ruedi Water Et Power Authority. <br />Summary of Grant Application <br />Ruedi Water 8t Power Authority (RWPA) is applying for this grant Et proposes to be the fiscal <br />agent on behalf of the Town of Basalt, who is a non -covered entity in the Colorado River Basin. <br />The Town Basalt is one of the participants in the regional Roaring Fork Water Efficiency Plan <br />and also has an individual Water Efficiency Plan approved by CWCB in July 2015. <br />If funded, RWPA will assist the Town of Basalt with the purchase Et install of 300 Hunter Clik <br />rain sensors to their residential customers. These automatic irrigation shut-off devices are <br />designed to shut off irrigation systems when rain is falling, reducing water use while avoiding <br />overwatering. Approximately 54 million gallons is used every year for outdoor irrigation within <br />Basalt's service area. The Town is estimating these devices can help reduce the irrigation by <br />25% which would be 13.6 million gallons. RWPA will also assist Basalt in hiring a program <br />coordinator to install the sensors as well as provide education to the community and monitor <br />the program's progress. <br />The total cost of the project is $36,000. RWPA is committing 62% matching funds including <br />$5,000 in cash $10,800 of in-kind services. CWCB staff has reviewed and evaluated the grant <br />application and has determined that the proposal meets or exceeds the CWCB guidelines for <br />reviewing grant proposals.
