COLORADO
Colorado Water
Conservation Board
Department of Natural Resources
1313 Sherman Street, Room 718
Denver, CO 80203
Memorandu
To: Tom Browning, Deputy DirectorFrom: Becky Mitchell
Kevin Reidy Et Ben Wade
Water Supply Planning
Date: August 25, 2016
Subject: Water Efficiency Grant Fund Recommendation for the South Metro Water Supply
Authority
Recommendation:
The Water Supply Planning staff recommends that Tom Browning, Deputy Director,
approve a Water Efficiency Grant to fund a Regional Landscape Certification Pilot
Program in the amount of $42,350 for the South Metro Water Supply Authority
(SMWSA).
Summary of Grant Application
SMWSA is a regional water authority made up of thirteen water providers in Araphahoe
Et Douglas Counties in the Metro/South Platte Basin.
The members of SWMSA prefer to create a landscaping professional certification pilot
program for the region which they believe will result in water savings benefiting all
members of the Authority. The SMWSA Conservation Et Efficiency Subcommittee will
move forward with the Qualified Water Efficient Landscaper program (QWEL). A region
wide certification program is preferred over a utility specific program so the
messaging can be standardized, ensure proper installation and maintenance takes
place throughout the region and it will also reduce the utilities' administrative
requirement to maintain the program moving forward.
The total cost of the project is $56,585. SMWSA is committing 25% matching funds in
the form of $14,235 of in-kind services. CWCB staff has reviewed and evaluated the
grant application and has determined that the proposal meets or exceeds the CWCB
guidelines for reviewing grant proposals. Attached is the internal checklist used to
evaluate the application.
Attachment: Evaluation Checklist
