.

Table 2 shows that the summer recommendation of 2.7 cfs is available at least 50% of the time
from April 15th - July 31 st and the winter recommendation of 0.8 cfs is available August 15t -
October 14th The winter recommendation was reduced to 0.5 cfs from October 15th - April 14th
due to water availability.

Precipitation Data
Staff reviewed local precipitation data from I site located near the Spring Creek Drainage (see
Precipitation Data in Appendix C). Table 3 shows the water year and the percent of average
precipitation recorded at this site.

Table 3: Precipitation Data as a percentage of Average.

.

Water Year Paonia 3SE
1938 93%
1939 53%
1940 98%
1941 0%
1942 102%
1943 86%
1944 109%
1945 93%
1946 99%
1947 115%
1948 99%
1949 109%
1950 82%
1951 86%
1952 90%
1953 82%
1954 58%
1955 78%
1956 55%

It is staffs opinion that the nine years of stream-flow data analyzed is representative of average
to slightly below average water-years.

Existing Water Right Information

Staff has analyzed the water rights tabulation and consulted with the Division Engineer Office to
identify any potential water availability problems. There are no decreed surface diversions within
this reach of stream. Based on this analysis staff has determined that water is available for
appropriation on Spring Creek, from the outlet of the spring to the Downing Ditch, to preserve
the natural environment to a reasonable degree without limiting or foreclosing the exercise of
valid existing water rights.

.
