BOX 440 <br /> *SG LK MEADO 1V 5 303-835-7557 <br /> 80540 <br /> February 8, 2017 <br /> Jonathan Hernandez, PE <br /> Colorado Water Conservation Board <br /> 1313 Sherman St., Room 718 <br /> Denver, CO 80203 <br /> jonathan.hemandez@state.co.us <br /> Re: Raw Water Storage Repair Project—Request for time extension and <br /> additional funding of CWCB Contract Number C150391 (CT2015-039) <br /> Dear Mr. Hernandez: <br /> Big Elk Meadows Association(`BEMA") is continuing repairs from the 2013 Flooding of the <br /> West Fork of the Little Thompson River located in Larimer County. BEMA has been rebuilding <br /> the earthen dams within the association land and has completed fifty percent of the <br /> reconstruction. BEMA is in process of executing the building of the third dam from of the fourth <br /> dams obligated by FEMA. The fifth dam is still under appeal with FEMA for further obligation. <br /> Based on the current situation BEMA is requesting a two year extension to our current contract <br /> as we anticipate the remaining work will take us through the end of 2018. BEMA will be <br /> constructing the third dam, Willow, starting this spring and plan on starting the next dam, Sunset, <br /> this fall. The final completion of these two dams is planned for 2017. With the construction <br /> season being limited to a few months a year,the projects have taken much longer than expected. <br /> BEMA is also requesting an increase of funds as we have found the processing of reimbursement <br /> funds is taking longer than anticipated, sometimes in excess of 120 days. BEMA has a sufficient <br /> amount of remaining obligated funds to reimburse the increased requested amount. The overall <br /> budget for the five dams is over$3 million. BEMA has currently spent over$2 million and lie <br /> has advanced about$995,619. The association also raised $1.6 million with a special assessment <br /> to pay the local share(25%) of FEMA obligations. <br /> Outlined below is the current contract amount,the amount currently dispersed,the amount <br /> requested and the remaining funds available. The following is a summary of all current Project <br /> charges. <br />
