Ms. Heather R. Dutton
December 9, 2016
Page 2
increase the demand for water rights by the recently formed subdistricts used for
augmentation of depletions caused by wells. In my opinion this added demand should
increase water right values by at least 25 percent and the multiplier would be 1.25.
Combining the CPI and demand adjustments, the 2006 value multiplier is 1.518
(1.214 x 1.25 = 1.518). The resulting unit value of the Anaconda Ditch water rights is
$4,430 per acre-foot of historical consumptive use (1,518 x $2918 =$4430).
By contract with the owner SLVWCD will receive 46.92 acre-feet of the yield at no
cost in return for augmenting up to 24 acre-feet of depletion caused by future uses on the
River Island Ranch. SLVWCD agreed to purchase the remainder, 257.88 acre-feet of the
historical consumptive use (304.8 -- 4612 = 257.88). The total value is $1,142,408
(257.88 ac-ft x$4,430 per ac-ft=$1,142,408).
Please let me know if you have any questions.
Sincerely yours,
HELTON S WILLIAMSEN, P.C.
Thomas A.Williamsen
Enclosure
TAW/mlc
