Recommendations <br /> 1. It is recommended that the State pursue completing the West Slope irrigated acreage <br /> project. The cooperative agreement with the USBR saves the State of Colorado $39,000 <br /> on the LandSat TM imagery and $15,000 on the DOQQs. The project benefits the USBR <br /> by providing them with the finished data set that is more accurate than their current map. <br /> 2. It is recommended that the 1993 polygon data set be used for attribute data, and as a guide <br /> for the updating procedures but that digitizing of polygons be performed from the DOQQ's. <br /> 3. It is recommended that the labor for the project be contracted out. The Division of Water <br /> Resources does not have the FTE available to perform 12 months of work. The Division of <br /> Water Resources could provide technical guidance for the project, and help QA/QC the <br /> data as decisions are being made. <br /> Continuity into the future <br /> Technology keeps refining the process of studying irrigated acreage. In 1993 imagery was <br /> unavailable at reasonable prices, which forced us to use paper orthophotographs. That project took 5 <br /> years, many cooperating agencies, and several FTE, and was never entirely completed. <br /> The new methodology is still expensive, but will take much less time, fewer human resources, and be <br /> more accurate. The transfer of attribute data proves that the past work performed on projects can be <br /> used. <br /> The switch from paper to digital imagery will 'e&sen the labor commitment for the next update. The <br /> trend is that imagery ic getting cheaper, and is of higher resolution. We should get more accurate <br /> data over time with similar or less costly labor due to the fact that we will not be changing technology. <br /> 7 <br />
