• <br /> e. Operating Authority and Responsibilities <br /> The CWCB would be responsible for the operation of the Tamarack Plan, including: the <br /> development of an Annual Operating Plan (AOP); the day-to-day direction of operations; <br /> the supervision and implementation of the required maintenance, repair, and replacement <br /> of facilities; the accounting associated with the development of recharge credits and <br /> accretions of those credits to the river; and the financial accounting necessary to assure <br /> proper cost accounting and payment allocations for the operation of the Tamarack Plan. <br /> This would be done through the use of CWCB staff or through contracts with third <br /> parties'. <br /> f. Development and Implementation of Annual Operating Plan <br /> On an annual basis, the CWCB will develop an AOP for the facilities, after consultation <br /> with GASP, LSPWCD,NCWCD, and other interested parties from the upper South Platte <br /> basin. Each AOP will be adopted by October 1, and will cover operations for November <br /> 1- October 31 of the following year. The CWCB will be responsible for implementing the <br /> AOP. <br /> g. Water and Cost Accounting <br /> The CWCB, or its designee, will be responsible for the proper accounting of <br /> accomplished water recharge and the crediting of the appropriate credits and accretions to <br /> the Recovery Program Account and to the Water Administration Account. The <br /> accounting will be based on sound engineering practices and principles, and be reflective <br /> of the streamflow conditions at the time the water is pumped and recharged, as well as the <br /> streamflow conditions when the recharge credits actually accrue to the river. <br /> CWCB will be responsible for the financial accounting associated with the operation, <br /> maintenance, repair, and replacement of facilities associated with the Tamarack Plan. <br /> The accounting will be based on the total operational costs incurred in any one operating <br /> year with the proportionate share of annual operation, maintenance, repair, and <br /> replacement costs being attributed both to Recovery Program purposes and Water <br /> Administration purposes. <br /> CWCB will be responsible for billings associated with the implementation of the AOP <br /> and the actual operation, maintenance, repair, and replacement of the Tamarack Plan <br /> facilities.
