For example, the comparable sales do not have the "same <br /> economic highest and best use". And, there are no sales available of similar <br /> perpetual easements Per the Statement of Work, "Although the before and after <br /> method of valuation is required by these standards when the government acquires <br /> easements (because it measures what the owner has lost, not what the <br /> government has gained), the use of the before and after method of valuation is not <br /> required when the government sells an easement interest. Agencies are, <br /> therefore, free to consider the value of the easement to the acquirer as well as the <br /> diminution to the government's property by reason of the encumbrance." There is <br /> no diminution to the government property from the proposed sale of the <br /> Relinquishment Areas. <br /> 22 <br />
