STATE OF
COLORADO Kowalski-DNR,Ted<ted.kowalski@state.co.us>
Meeting With Reclamation to Discuss the Basin Fund MOA
1 message
Jane Bird<jbird©ucrcommission.com> Thu, Mar 13, 2014 at 12:26 PM
To: "Kowalski- DNR, Ted"<ted.kowalski@state.co.us>, "Flanigan, Kevin G., OSE"
<kevin.flanigan@state.nm.us>, Robert King <robertking@utah.gov>, Steve Wolff<steve.wolff©wyo.gov>
Cc: Don Ostler<dostler@ucrcommission.com>, Leslie James <creda@creda.cc>
Gentlemen:
I met with Ann Gold, Brent Rhees, Deborah Lawler, Jane Blair, Talmadge Oxford (in the Power Office)and
Pat Tease this morning to discuss the Basin Fund MOA. I thought you'd find the following information from
the meeting interesting:
(1) Reclamation will be contacting each of you soon regarding a projects update conference call. Do you
want Reclamation to invite all the"points of contact"on your list to join the call, or do you want to be the
only ones invited to the call? In advance of that meeting, Reclamation will be sending you a written
document that describes activity on each of your State's approved projects. (A draft copy of the first such
document is attached.)Those reports will be distributed to you at least quarterly. Do you want those
documents sent only to you, or do you want Reclamation to distribute them to everyone on your"points of
contact' list?
(2) Reclamation has gotten the message that weather modification is very important to the Upper Division
States. They are"working hard"to figure out their own authority questions and to resolve any other issues
they might have before they can approve weather mod' projects. One of the difficulties Jane Blair explained
to me is that Reclamation can't give money to a contractor already working on a weather mod' project. In
other words, Reclamation believes they would have to contract with someone and then give money to that
company or person to do the work. If this is a problem, we can discuss it with Reclamation further. I do
believe they are committed to trying to fund weather mod'through the MOA.
(3) I was told that Reclamation has worked with its Solicitor's Office and has resolved the cost-sharing
issue it had regarding Wyoming's proposed Fontenelle Rip-rap project. The Reclamation representatives
suggested that Wyoming submit another RAX form if the State is still interested in having that project
approved.
Our informal timeline states that we should have a meeting to discuss 2016 projects in April. You all agreed
that this meeting could be held via conference call. I will be sending you a Doodle poll soon to see when
you would like to have that meeting.
Thanks,
https://mail.google.com/mail/u/0/?ui=2&ik=5d3b4f9b64&view=pt&as_from jbird%40ucr... 4/16/2014
