PROPOSED PROJECT JUSTIFICATION <br /> Item/Activity: Canal Monitoring and Automation <br /> State: Colorado <br /> Project Manager: Ed Warner,Area Manager Western Colorado Area Office <br /> State's Point of Contact: Ted Kowalski,Chief, Interstate,Federal&Information Section <br /> Federal Project or Program: Florida Project <br /> Legislative Authority: Colorado River Storage Project Act approved April 11, 1956(70 Stat.105) <br /> Origination Date: 12 June 2014 <br /> Revision Date: Not Applicable <br /> Estimated Cost: $739,700 <br /> Project Type: Water Management and Conservation Activity <br /> Description of Item: This item includes installation of fourteen automated gates,four automated check <br /> structures,nine automated monitoring stations,and a computer server to store data for all automated gates <br /> of the Florida Project distribution system. Automated gates would be installed on the East Lateral, <br /> Oversteg Lateral,Picolli Lateral,Kelly Lateral,Thistle Pond Pipeline,Dowler Lateral,Hess Lateral, <br /> Mason Lateral,Mason Lateral A,Mason Lateral B,Mason Lateral C,Pine Lateral II,Cedar Lateral, <br /> Fassett Pipeline,and Florida Canal West. Automated check structures would be installed on the West. <br /> Lateral,Reservoir Ditch,Kelly Lateral and Dustin Lateral. Automated monitoring stations would be <br /> installed on the ends of the Griffith Lateral,Oversteg Lateral,Mason Lateral,Pine II Lateral,Cedar <br /> Lateral,Fassett Lateral,FC West Lateral,Piccoli Lateral and Kelly Lateral. <br /> Construction/Installation Schedule: Construction would be done at the end of the irrigation season <br /> August-October(dependent on the snowpack)and early Spring,March-April(weather permitting). <br /> Condition: Automation of diversions to, and monitoring stations on,the main laterals will reduce daily <br /> water administration of the conveyance system by increasing the efficiency of the operation of the canals. <br /> It will also reduce the administrative waste of water by more efficient control of the water diverted in the <br /> canal conveyance system. The work needs to be done when proposed because of inaccessibility in the <br /> winter months and water flow in the canals during the irrigation season(May-October?). <br /> Cost Effectiveness: No economic analysis was done <br /> Benefits: As discussed previously the benefits are increased efficiency,reduction of water loss,and <br /> provide reduced operational expense. <br /> Alternatives Considered: Do nothing <br />
