Page 2 of 3 January 13, 2015 <br /> • <br /> Requested Changes Upper Colorado Basin Fund MOA Project List and Expenditures for 11 <br /> the North Fork WCD and Uncompahgre Valley WUA <br /> 1.) Reallocate approximately $5,000,000 of previously approved and set aside funds from <br /> the Paonia Reservoir and North Fork Water Conservancy System and related project <br /> components (as per 2012-15 funding approval letters). The immediate specific needs are: <br /> a. Up to an additional $800,000 for 3-year sediment monitoring and analysis <br /> program to be performed by USGS, the detailed proposal is available upon <br /> request. <br /> b. Up to an additional $250,000 for modeling and assessment to be performed by <br /> USBR TSC Sediment group, pursuant to a multi-year service contract; <br /> c. Up to $1,500,000 for dam safety compliance to ensure the continued functionality <br /> of the outlet works; this may include the design and deployment of a siphon type <br /> structure to ensure that an uninterrupted critical water supplies can be provided to <br /> project beneficiaries; pursuant to a TSC service contract or standard procurement <br /> process; and <br /> d. Up to $2,500,000 be provided for feasibility level re-design of the outlet works <br /> and appurtenances, to allow the controlled throughput of sediment and water, as <br /> appropriate; pursuant to a TSC service contract or standard procurement process. <br /> UVWUA (Uncompahgre Valley Water Users Association) - Reallocate and immediately <br /> make available up to $4,000,000 for additional modernization and optimization activities to <br /> result in water efficiency improvements as recommended from recently completed Phase I <br /> Comprehensive System-wide Optimization Study. This report has changed the focus and <br /> priorities of the UVWUA and therefore it is requested that the USBR should: <br /> 1.) Reallocate approximately $4 Million of previously approved and set aside funds (as per <br /> 2012-15 funding approval letters)to address the following immediate specific needs: <br /> a. Up to $3.7MM for modernization of GK Lateral system via the replacement of <br /> this currently open, unlined earthen conveyance with 12,700 feet of buried <br /> pipeline with appropriate delivery structures and pressure control devices. This <br /> project will result in better water management and water quality improvements <br /> (decreased salt and selenium loading) by increasing water efficiency and reducing <br /> deep percolation. <br /> In conclusion, the River District respectfully and urgently requests this funding modification be <br /> expedited to maximize the benefits to Colorado River Basin constituents within the State of <br /> Colorado under the Basin Fund MOA. We submit this request for consideration with the <br /> understanding that additional discussion and analysis may be necessary.
