(Action by <br /> July 15, 2011) <br /> Dear Ms. Gimbel: <br /> Reclamation has responsibility for the programming of activities utilizing the Basin Fund, <br /> including those projects that may be proposed under the subject MOA. The purpose of this letter <br /> is to provide guidance to the States on how to make proposals to Reclamation for consideration <br /> of funding of proposed projects. Funding will be available up to $11.5M annually beginning in <br /> Fiscal Year(FY) 2012. Any unused funding may be utilized in subsequent years. The total <br /> funding available through FY 2025 will not exceed $161M. <br /> The MOA provides for the non-federal parties to identify projects that could be funded with <br /> revenues from the Basin Fund, consistent with existing authorities. The proposed projects will <br /> be evaluated and included in the work plan submittal that is provided to CREDA and Western bi- <br /> annually. <br /> Reclamation has created a work plan justification format for all work funded out of the Basin <br /> Fund. The format has been adjusted for the purposes of funding projects related to the MOA <br /> (see enclosed form). Items to consider when proposing work are: <br /> 1. Does the work fall under an activity listed in Appendix A of the MOA? <br /> 2. Does the proposed project have a link to Operation Maintenance and Replacement of <br /> Initial Units or a Participating Project? <br /> 3. Is it a viable project (provide efficiencies, cost savings, or improvement)? <br /> 4. Is existing authority available? <br />
