-: :• Colorado River District <br /> —../1" Protecting Western Colorado Water Since 1937 <br /> Ted Kowalski <br /> Colorado Water Conservation Board <br /> 1313 Sherman St.Room 721 <br /> Denver CO 80203 <br /> VIA E-MAIL <br /> June 28,2011 <br /> Dear Ted— <br /> The Colorado River Water Conservation District submits the following suggested list of potential <br /> projects that we believe qualify for the Colorado River Basin Fund monies made available <br /> pursuant to the Memorandum of Agreement Concerning the Upper Colorado River Basin Fund, <br /> (Basin Fund MOA)dated Jan 24,2011. <br /> The intent of the following list is to provide a solid beginning point for discussions to develop a <br /> consensus list of project to benefit water users in the Colorado River Basin within Colorado.Any <br /> estimates herein represent a very preliminary guess of timelines and costs.The list is generally <br /> ordered from highest priority and represents a first cut after internal River District vetting and <br /> does not include exhaustive input from our constituents at this point.However,we believe that <br /> these potential projects qualify for funding under the agreement pursuant to the activities <br /> described in Appendix A of the agreement. <br /> In particular we believe the following projects qualify under operations,maintenance and <br /> replacement(O,M&R)criteria with a focus upon: <br /> i. Replacements,Additions and Extraordinary Maintenance <br /> ii. Water Conservation Activities <br /> iii. Environmental Compliance Activities <br /> iv. Stream Gaging <br /> v. Consumptive Use and Quality of Water <br /> 1.) Support Selenium Management Program(SMP)activities in Lower Gunnison Basin <br /> (pursuant to environmental compliance(Le., Gunnison Basin Programmatic <br /> Biological Opinion;PBO),water conservation activities,consumptive use and quality <br /> of water), including,but not limited to: <br /> a.)
