Jennifer Gimbel (MOA Request)
June 30,2011
Page 4
Other Projects
Long Hollow Reservoir(La Plata River)
•: As was discussed above,a portion of the Colorado match for irrigation in the Animas-La Plata
Project was set aside for a project in the La Plata River when ALP was downscaled in a
negotiated settlement in 2000. Long Hollow Reservoir will assist with providing supplemental
irrigation supplies by exchange, and also to provide a pool of water to assist with meeting the
Interstate Compact obligation to New Mexico. It is believed that this project will be beneficial to
water users in both Colorado and New Mexico. Plans have been reviewed by the State Engineers
Office, and a pre-bid meeting for construction was held early in June. Approximately ten firms
participated in the pre-bid process, and bids for the project are to be submitted by July 22nd. It is
hoped that bids will come in below the amount that is currently being held by the Colorado Water
Resources&Power Development Authority for the Long Hollow Project, but if there is a
shortfall we believe the MOA funds could be used to supplement the amount available. Given
the BOR deadline of July 156 for submittal of requests the bid amounts will not be known at that
time. Again, it is hoped that the bids will come in below the amount available for construction,
but t is suggested that a place holder amount of$750,000 may appropriate at this point in time for
use of the MOA funding to insure that the project moves forward.
Thank you for allowing us the opportunity to submit a list of projects to be considered for funding made
available by the MOA concerning the Upper Colorado River Basin Fund. We commend you for your
efforts in securing this agreement with CREDA,the BOR,and the other Upper Basin States. We realize
that this will be a challenging process during the first few years, but look forward to working with you to
achieve the most beneficial use of the funding. If after your review you need more detailed information
about any of these projects please don't hesitate to contact us.
Sincerely,
Jo r. ort er Bruce Whte'teFiea'd
P Went Executive Director
Southwestern Water Conservation District Southwestern Water Conservation District
Cc: SWCD Board
Barry Spear,MBSS
Steve Harris,Harris Water Engineers
Ted Kowalski,CWCB
