We are submitting <br /> this document so that the BLM and its NEPA contractor can analyze some of the key <br /> points of the Plan. <br /> The SG understands the time pressures for BLM to complete its RMP and the necessity <br /> for the SG to provide a more detailed proposal on the SG W&S Alternative Management ' <br /> Plan. However,we are not able to submit a more comprehensive Plan at this time <br /> because important elements of the SG Plan are the subject of current negotiations within <br /> the SG. <br /> While we have made significant progress on refining and expanding the Plan,key <br /> elements of this Implementation Outline have not changed significantly since it was <br /> submitted in November of last year. In particular, we believe that the"Tier 1 Long-Term <br /> Protection Measures" (See pg. 8,para. IV.b)and the"Tier 2 Cooperative Measures" (pg. <br /> 9,para. IV.c) will continue to form the"backbone"of the SG Plan. It is our hope that <br /> BLM and its NEPA contractor can use the next eight weeks to analyze those protective <br /> measures while the SG continues to work on a more comprehensive plan. <br /> This Implementation Outline remains a work in progress and will be refined with time. <br /> References in blue text indicate incomplete or unresolved items as of the date of this <br /> submission. The key areas that the SG is addressing are itemized in red at the end of the <br /> Outline. As it is anticipated that the provisional resource guides and ORV standards <br /> referenced in this draft may be adjusted, it is important that the assumptions employed by <br /> BLM for its analysis of this Management Plan Alternative in the Draft EIS afford <br />
