River Protection Working Group Public Process Phases <br /> (firs' draft, 11/607) <br /> Phase One — Getting Started <br /> (emphasize no decisions/recommendations will be made in this phase) <br /> Y Introductions <br /> • Overview of a map of the rivers/streams in the region (use as a warm <br /> up activity— 'ground'participants in the region's rivers and streams) <br /> • River Protection Working Group: history, purpose, work products, <br /> members, relationship to USFS/BLM Management Plan and <br /> Government Roundtable, etc. (emphasize 2 broad objectives) <br /> • Tone Setting: a) collaboration; b) real community/ public involvement <br /> and process (this is nota 'one deal; c) consensus building; d) avoiding <br /> position-aking and polarization; and e) everyone is welcome <br /> • Process and Meeting(s) Parameters: (seek input and get consensus <br /> —present this as 'proposed') <br /> • relay reasons for convening, process "road map", hopeful <br /> outcomes; <br /> • explain scope and format for the meetings/process; <br /> • explain reasoning for stakeholders' invitations and determine <br /> additional invitees; <br /> • relay participant expectations and develop group ground rules; <br /> • give definition of consensus and how it will be used; and <br /> • check out how the group fee/s about the above points and move on <br /> from there. <br /> • Hand out content information on Selected Stream/River including a <br /> two-page Fact sheet with a map. Refer participants to a Web Site for <br /> a lot more information (sweep minutes, CDWR data, etc.) <br /> y Handout content piece on various available protections for Selected <br /> River/Streams (emphasize no decisions or recommendations being <br /> made yet -- this step is to educate on tools available) <br /> (ask participants to study this information before the next meeting) <br /> • Re-emphasize role of the RPW in "guiding"the process not driving it <br /> • Public comment <br /> Wrap up, summarize, evaluate (determine if there is a general <br /> acceptance on the part of invited stakeholders to engage /n this <br /> process, commit to it, help shape it, and see it through) <br /> 1 <br />
