It ' s a Corps of Engineers <br /> 6 facility that was built mainly for flood control , as <br /> 7 the Corps does , but has other purposes as well , <br /> 8 ranging from irrigation and M & I use , as well as <br /> 9 having a joint use pool that includes space for <br /> 10 sedimentation and permanent fish and/recreation <br /> 11 pool . <br /> 12 The Purgatoire River District is the signatory <br /> 13 with Reclamation for the irrigation portion and <br /> 14 M & I portion of the project , and they pay back a <br /> 15 portion of the construction costs , and Reclamation <br /> 16 is the signatory on the Federal side to handle their <br /> 17 repayment for that . <br /> 18 The contract had - - I don ' t - - I wasn ' t here <br /> 19 when all that , the contract was done in the ' 60s , <br /> 20 but there is a couple of very interesting exhibits <br /> 21 to that contract , one of which is the Trinidad <br /> 22 Project Operating Principles . Those were signed by <br /> 23 five agencies , ranging for - - ranging from the State <br /> 24 of Kansas , the Arkansas River Compact <br /> 25 Administration, this group , the Corps of Engineers , 411 <br />
