13 <br /> 1 approve the building of Conchas Dam . <br /> • 2 The U . S . Army Corps of Engineers established <br /> 3 the Tucumcari District on August 2nd, 1935 to <br /> 4 construct a dam for the purposes of irrigation, <br /> 5 flood control and water supply . As the activities <br /> 6 increased at the site , the local economy received a <br /> 7 much needed boost . This infusion of Federal funds <br /> 8 gradually spread to include a broad area of the <br /> 9 state . The success of the project was a major <br /> 10 consideration in the eventual expansion of the <br /> 11 District ' s boundaries to include other watersheds in <br /> 12 the states of Colorado and Texas , as well as New <br /> • 13 Mexico . <br /> 14 With the completion of the Conchas project , <br /> 15 John Martin Dam at Caddoa , Colorado became the new <br /> 16 focal point of District activity . Tucumcari <br /> 17 District personnel transferred to Caddoa and on <br /> 18 December 4th, 1939 , the organizational name was <br /> 19 officially changed to U . S . Army Corps of Engineers , <br /> 20 Caddoa District . Work proceeded there till the dam <br /> 21 was 85% complete . With the world at war however, <br /> 22 John Martin Dam was temporarily put on hold . <br /> 23 Soon after the onset of World War II , in early <br /> 24 1942 , the District headquarters was transferred to <br /> 410 25 Albuquerque and given its permanent name along with <br />
