Scope of Work to Complete a
Land Exchange between SLVID and United States for the
Rio Grande Cooperative Project

Introduction and Background
The following SCOPE OF WORK has been developed for land exchange facilitation services
and associated third-party costs to complete a land exchange between the San Luis Valley
Irrigation District("District") and the United States in order to acquire necessary land to
complete the objectives of the Rio Grande Cooperative Project("Project").
In 1927 the District completed a land exchange under the General Exchange Act of 1922 to
acquire 146.81 acres of land from the United States located both above and below the dam for
the Rio Grande Reservoir. The 1927 patent to the District did not include the lower face of the
dam and lands along the Rio Grande River immediately below the dam,which remained in
Federal ownership as part of the Rio Grande National Forest. Several components of the Project
are located on these National Forest lands, including the northern face of the dam, extended
outlet pipe,new outlet works, access road, lower spillway,and spillway plunge pool.
Consolidation of land ownership by the District is critical to complete dam facility repairs and
improvements planned as part of the Project.
The dam safety and operational issues described above combined with the value of the reservoir
for optimizing water use for multiple stakeholders in the basin have driven the District to move
forward with the rehabilitation of the Rio Grande Dam and Reservoir. The District is a proponent
of the Rio Grande Cooperative Project where the District works with multiple stakeholders in the
State,primarily the Colorado Water Conservation Board and the Colorado Division of Parks and
Wildlife to restore the full use of the reservoir. The project is made up of final design,
program/project management, land exchange,and three primary construction components that
address structural and/or operational deficiencies of the Reservoir, as described below:
Final Design
The rehabilitation of Rio Grande Reservoir requires that the proposed improvements be
designed, managed, and inspected by a professional registered engineer in the State of Colorado.
The engineering firm selected to conduct this work will provide overall project management,
surveying, geotechnical exploration, geotechnical and hydraulic analysis, and the final design of
the spillway, clay blanket liner,bypass tunnel and outlet works. The engineering firm will also
provide cost estimating, QA/QC for the project,respond to State Engineer comments and assist
will bidding and award for the project. This work is currently being conducted by SLVID
under Contract C154210 at a cost of$1,256,134, under its sub-consultant—Deer and Ault
Consultants.
Program/Proiect Management
The Rio Grande Cooperative Project involves the coordination and management of many
