Brad Moore Construction Company <br /> Scope of Work <br /> Rio Grande Dam and Reservoir Rehabilitation Project—Phase I <br /> between SLVID and Brad Moore Construction Company <br /> Part of the Rio Grande Cooperative Project <br /> July 1,2013 <br /> Introduction and Background <br /> The following SCOPE OF WORK has been developed for the Rio Grande Dam and Reservoir <br /> Rehabilitation Project—Phase I between the San Luis Valley Irrigation District("District")and <br /> the Brad Moore Construction Company(Contractor) for a project that substantially reduces <br /> seepage and allows full storage capabilities of the reservoir to be restored. <br /> Background—Rio Grande Cooperative Proiect <br /> In 1927 the District completed a land exchange under the General Exchange Act of 1922 to <br /> acquire 146.81 acres of land from the United States located both above and below the dam for <br /> the Rio Grande Reservoir. The 1927 patent to the District did not include the lower face of the <br /> dam and lands along the Rio Grande River immediately below the dam, which remained in <br /> Federal ownership as part of the Rio Grande National Forest. Several components of the Project <br /> are located on these National Forest lands, including the northern face of the dam, extended <br /> outlet pipe,new outlet works, access road, lower spillway, and spillway plunge pool. <br /> Consolidation of land ownership by the District is critical to complete dam facility repairs and <br /> improvements planned as part of the Project. <br /> The dam safety and operational issues described above combined with the value of the reservoir <br /> for optimizing water use for multiple stakeholders in the basin have driven the District to move <br /> forward with the rehabilitation of the Rio Grande Dam and Reservoir. The District is a proponent <br /> of the Rio Grande Cooperative Project where the District works with multiple stakeholders in the <br /> State,primarily the Colorado Water Conservation Board and the Colorado Division of Parks and <br /> Wildlife to restore the full use of the reservoir. The project is made up of final design, <br /> program/project management, land exchange, and three primary construction components that <br /> address structural and/or operational deficiencies of the Reservoir, as described below: <br /> Final Design <br /> The rehabilitation of Rio Grande Reservoir requires that the proposed improvements be <br /> designed, managed, and inspected by a professional registered engineer in the State of Colorado. <br /> The engineering firm selected to conduct this work will provide overall project management, <br /> surveying, geotechnical exploration,geotechnical and hydraulic analysis, and the final design of <br /> the spillway, clay blanket liner, bypass tunnel and outlet works. The engineering firm will also <br /> provide cost estimating, QA/QC for the project, respond to State Engineer comments and assist <br /> will bidding and award for the project. This work is currently being conducted by SLVID <br /> under Contract C154210 at a cost of$1,256,134, under its sub-consultant—Deer and Ault <br /> Consultants. <br />
