(Attach scope of study,if available) <br /> In 2004,the CWCB delivered the SWSI report to the General Assembly. One of the key findings and <br /> recommendations involved the need for technical and financial assistance to rural areas that need water <br /> supplies. Typically, these areas may be made up primarily of homeowners associations that rely on <br /> domestic groundwater wells. <br /> Because they are not governmental entities they do not assess enough fees or revenues to pay for more <br /> significant water infrastructure needs. This also means that they would qualify for loans from the CWCB <br /> because such loans would not meet the Board's financial qualification policies. <br /> However, in an effort to determine how to help such entities we are proposing a phased approach: <br /> Phase I—document rural water supply needs areas. <br /> Phase II—determines the extent of need and proposed solutions on a regional wide basis taking into <br /> account water availability and geography. <br /> Phase III --Establish criteria upon which financial assistance could be provided and the limits of such <br /> assistance. <br /> Phase IV—revise policies and implement plans. <br /> Grant Application—Severance Tax Trust Fund Operational Account-Fiscal Year 2004-2005 <br />
