This includes items such as: need and purpose of the overall Chatfield project; <br /> project description, alternatives identified(this element will be different for the Upstream <br /> and Downstream Users); preliminary costs estimates available from the Corps' initial <br /> economic feasibility analysis, as well as cost comparisons to identified alternatives; <br /> implementation schedule,including mitigation and potential permitting needs;institutional <br /> considerations for the overall Chatfield project;and social and environmental impacts from <br /> the draft FR/EIS. It is intended that this information could be submitted as part of loan <br /> applications made by the individual Users of the Chatfield Reallocation project,which would <br /> be submitted to the CWCB. CWCB's Water Project Loan Program Guidelines will be <br /> followed. <br /> Some of this information (e.g., social and environmental impacts)will not become public <br /> until the Draft Environmental Impact Statement (DEIS) is released by the Corps. As of <br /> September 28,2007,the Corps was projecting its release by March 2008;however,this date <br /> may slip. A single document including these Loan Feasibility Study Common Elements will <br /> be completed within one month after the DEIS is released by the Corps. A draft will be <br /> provided by the end of February 2008. The draft will be based on publicly available <br /> information, as well as information from the Preliminary Draft Environmental Impact <br /> Statement (PDEIS), which will be available to CWCB and the District as cooperating <br /> agencies. The draft will be for internal review and comment by CWCB staff only, as this <br /> information is not available to non-cooperating agencies. <br /> 2b) Provide a summary of supporting information to accompany the Loan Feasibility Study <br /> Common Elements report that describes how an entity should use the common elements and <br /> what other information will needed to be supplied by the individual loan applicants to <br /> complete an application. This supporting information will be provided with the Loan <br /> Feasibility Study Common Elements report. <br /> 2c) Based on input from CWCB staff and CWCB loan program information,provide the timing <br /> of the CWCB loan process(for those applying for loans both greater than and less than$10 <br /> million) and how/when money can be"drawn" from the loan and when it will need to be <br /> repaid. A draft of this document will be made available by January 14, 2008. The final <br /> version will accompany the Loan Feasibility Study Common Elements report. <br /> Task 3. Detailed Timeline with Notes for Internal Use <br /> Produce a more detailed timeline, to supplement the summary chart included in the Task 1 <br /> document. This timeline will also include portions that describe: <br /> 1) CWCB's loan and legislative requirements/approvals timeframe(for loans greater than <br /> $10 million,as well as for any legislative approvals that may be needed to facilitate the <br /> payment provisions of water users contracts managed by CWCB); <br /> 2) Typical city/district budgeting timelines; and <br /> 3) A more detailed timeline for the Corps' Feasibility Study/EIS/ Record of <br /> Decision/Mitigation Construction/Water Contracting timeframe. <br /> 4CV LEONARD RICE ENGINEERS.INC. <br />
