BUDGET JUSTIFICATION <br /> Academic Faculty <br /> CSU faculty will coordinate all activities,including the participation of drainage districts,the City of <br /> Lamar,the Natural Resources Conservation Service, subcontracting with consultants, and the non- <br /> reimbursable(non-paid)advisory support activities provided by Aqua Engineering,Inc. and Applegate <br /> Group,Inc. Additional activities include economic and engineering data assembly and analysis for the <br /> modeling to be used for the drainage system rehabilitation benefit/cost analysis. Dr.Wilkins-Wells will <br /> coordinate activities with the community and organize workshops,community meetings,reports to the <br /> Lower Arkansas Valley Water Conservancy District,and will be largely responsible for writing the final <br /> report. Dr. Podmore and Dr. Oad will supervise data collection and analysis as well as all graduate <br /> student activities and research conducted in support of the study. <br /> Graduate Research Assistants <br /> One GRA Ph.D. economics student will be assigned to assist with the benefit/cost analysis. <br /> Domestic Travel <br /> Funding for travel to and from Fort Collins and the Arkansas Valley is needed to organize and conduct <br /> meetings,collect data and coordinate activities between all of the participants. In addition,some travel <br /> funding is needed to conduct a study tour to the drainage operation and maintenance program of the South <br /> Columbia Basis Irrigation District,Pasco,Washington. This study tour will be for one Arkansas Valley <br /> drainage district representative from each county involved in the study(i.e..,Otero,Bent and Prowers <br /> counties). <br /> Materials and Supplies <br /> Modest funds are needed to cover costs of stationary and equipment rental. <br /> Subcontracts <br /> One consultant, a drainage technician,will help oversee the study,and will be a close advisor to Dr. <br /> Wilkins-Wells. This is Mr.Dan Morasch,who is employed as a drainage technician for the South <br /> Columbia Basin Irrigation District. Mr.Morasch will make two trips to the Arkansas Valley,and will <br /> assist the three drainage district representatives in conducting workshops on the study and its results. <br /> One excavator,Mr.Terry DeWitt of DeWitt Excavating,Lamar,Colorado will assist in the excavations <br /> needed for the beta drainage system, such as the installation of observation manholes,the cleaning of the <br /> wasteway under the beta system,excavations associated with the repair of the beta system,the drilling of <br /> monitoring wells and other necessary activities. <br /> Indirect Costs <br /> Standard indirect costs are required for all university sponsored research. <br /> 25 <br />
