Provide a brief description of your organization below: <br /> The Colorado Institute for Irrigation Management (CIIM) was established in <br /> 1986 for the purpose of promoting and coordinating the capability and <br /> activities of Colorado State University and its experienced faculty in all <br /> aspects of irrigation development, improvement and management, and to <br /> promote interdisciplinary research in support of local and international <br /> community needs. CIIM is affiliated with the Department of Civil <br /> Engineering at Colorado State University. <br /> fart B.-Description of the Project or Study <br /> 1. Name of the study or project: Assessment of the Potential for Drainage System <br /> Rehabilitation in the Lower Arkansas Valley of <br /> Colorado <br /> 2. What is the purpose of this grant application? Check one. <br /> x Study <br /> This is a study of the best approach, estimated • <br /> Demonstration project. cost and benefit, and method of financing an <br /> anticipated future rehabilitation of the aging <br /> Rehabilitation or subsurface drainage system infrastructure in <br /> replacement of existing the Lower Arkansas Valley. The grant will be <br /> re <br /> p... g used to produce a final report on drainage <br /> Other(Please describe) system rehabilitation that will provide a <br /> roadmap for improving subsurface drainage and <br /> operation and maintenance programs for drainage <br /> districts in the Lower Arkansas Valley. <br /> 3. General location of the study or demonstration project. (Please include county, and approximate distance <br /> and direction from the nearest town): <br /> The location of the study includes Otero, Bent and Prowers counties, Colorado <br /> where there exists an estimated 84 miles of aging subsurface drains and 107 <br /> miles of open drainage wasteways installed between 1911 and 1925, and <br /> currently managed by some two dozen small drainage districts. Towns <br /> potentially affected by this extensive agricultural land drainage network <br /> include Rocky Ford, Swink, La Junta, Las Animas, Lamar, Holly, Granada and <br /> several other small communities. • <br /> 4. Please provide a brief narrative description of the proposed study or demonstration project including <br /> purpose,need, and service area. (Attach scope of study, if available) <br /> The study will: 1) map to the extent possible the location of all subsurface <br /> drains in the tri-county area, 2) estimate the cost of rehabilitating the <br /> subsurface drainage system under three scenarios; rehabilitation of the <br /> existing system, replacement of the existing system, or redesign and <br /> construction of an entirely new subsurface drainage system, and, 3) explore <br /> options for reorganizing 25 small drainage districts into a larger entity or <br /> authority to potentially finance future rehabilitation, the purpose being to ' <br /> improve subsurface drainage for both agricultural production and community <br /> needs. The need is occurring as a result of: 1) elevated water tables, 2) <br /> increased salinity of soils, and 3) local flooding in wet years partly due <br /> to poor subsurface and surface drainage. Local endorsements and a full <br /> description of the scope of work for the study are attached. <br /> 2 <br />
