This third year of data will be primarily from the beta drainage system site(see Table 3— <br /> Timeline of Research Activities). <br /> Phase I will involve: (1)mapping the current Lower Arkansas Valley drainage system as it is <br /> known and/or can be identified through fieldwork, showing the approximate alignment of known <br /> subsurface and surface drains and their interconnection. This will be followed by(2)a thorough cleaning <br /> of one of the smaller older subsurface and surface drainage district systems(beta system, see Figure 1)in <br /> the Lower Arkansas Valley(e.g.,the Kornman Drainage District,the McClave Drainage District,or a <br /> section of the Wiley of Big Bend Drainage District). <br /> These smaller subsurface drainage systems are generally known to be 2-3 miles in length. Phase <br /> I mapping and cleaning activities will: (a)provide information and experience needed to estimate the per <br /> mile cost of rehabilitating the entire subsurface and surface drainage system in the Lower Arkansas <br /> Valley under three different economic scenarios(discussed below), (b)provide information on potential <br /> changes in the drainage patterns as a result of drainage system rehabilitation(i.e.,through the cleaning of <br /> the beta system)and, (c)provide data to calculate the estimated benefit/cost ratio for the three different <br /> rehabilitation scenarios. <br /> Phase II will involve completing the mapping of the drainage systems,compiling data on <br /> potential changes(benefits)in the drainage of lands resulting from the cleaning of the beta system,and <br /> generate an action plan for the future rehabilitation and integration of subsurface and surface drainage <br /> systems in the Lower Arkansas Valley. <br /> Phase I Tasks <br /> Task 1 <br /> Organize and conduct a study tour for Lower Arkansas Valley drainage district board members to the <br /> South Columbia Basin Irrigation District,Pasco,Washington to view its drainage operation,maintenance <br /> and drainage record keeping program. This study tour is designed to assist the research advisory <br /> committee and to begin a dialogue about the future organizational structure of drainage districts in the <br /> Lower Arkansas Valley. One drainage district representative will be selected from each of the three <br /> counties(Otero,Bent and Prowers)to travel on the study tour to Washington. <br /> Task 2 <br /> Inventory and describe all known and/or visible features of the subsurface and surface drainage <br /> networks in Otero,Bent and Prowers counties. Develop a GPS/GIS base map of the drainage systems. <br /> Method: Locate all subsurface drains by: (1)first locating outlets in the wasteways,then, (2) <br /> aligning these outlets by surveying in existing manholes and other visible features in the <br /> irrigated fields identified by growers and drainage district representatives. <br /> Method: Ground penetrating radar(GPR)is as yet an untested method of locating the <br /> alignment of older tile drains. An item has been placed in the proposed budget to experiment <br /> with the use of GPR for the shallower subsurface drains.
