Project Summary <br /> Bow Mar Water and Sanitation District <br /> SECTION 1 —BORROWER INFORMATION <br /> Name: Bow Mar Water and Sanitation District <br /> Type of Entity: A Title 32 Special District formed under the Colorado Revised <br /> Statues <br /> Address: 8739 W. Coal Mine Ave., Littleton, Colorado, 80123 <br /> Contact: Alyssa Quinn <br /> Phone Number: 303-979-2333 <br /> E-mail address: alquinn@plattecanyon.org <br /> SECTION 2—PROJECT DESCRIPTION <br /> A. Description of PROJECT: The BORROWER applied to the CWCB for a loan for the <br /> Rehabilitation and Replacement of Water Meters ("PROJECT") The PROJECT includes <br /> removal and replacement of 233 meters and the rehabilitation of 60 existing meters by <br /> replacing meter registers to accommodate automatic meter reading. The District will <br /> acquire automatic meter reading equipment and update its current billing software for <br /> compatibility with the new equipment. The PROJECT is located in Arapahoe and Jefferson <br /> Counties at an estimated PROJECT COST of$366,102. <br /> B. Description of Feasibility Study: The CWCB has reviewed a feasibility study report dated <br /> July 2014 on the PROJECT, titled "Feasibility of Rehabilitation and Replacement of Water <br /> Meters,"which was prepared by Alyssa Quinn, Conservation Specialist for the District with <br /> assistance from ENS Consulting and is incorporated herein by this reference. Based upon <br /> the feasibility report, the CWCB determined the PROJECT to be technically and financially <br /> feasible. <br /> SECTION 3—CWCB's AUTHORITY <br /> Construction Fund: This loan is made pursuant to the provisions of §§37-60-119 and <br /> 37-60-120, C.R.S., which authorize the CWCB to loan money for water projects from the CWCB <br /> Construction Fund for the benefit of the people of the state, provided that the BORROWER assures <br /> repayment of that money. <br /> Section 37-60-122(1)(b), C.R.S., authorizes the CWCB to make loans of up to $10,000,000 from <br /> the CWCB's Construction Fund without prior approval from the General Assembly. <br /> SECTION 4-BOARD APPROVAL <br /> AT its March 19, 2015, meeting the CWCB approved a Small Project Loan, from the Construction <br /> Fund to the BORROWER, in an amount up to $329,500 for PROJECT costs. CWCB's loan origination <br /> fee of 1%, in accordance with CWCB Policy No. 16, of $3,295 added to the LOAN CONTRACT <br /> results in a total loan amount of$332,795, at an interest rate of 2.65% per annum for a repayment <br /> term of 10 years. <br /> SECTION 5—SCHEDULE OF EXISTING BONDS <br /> No other debt, backed by the loan security, described in Section 6 below, exists. <br /> SECTION 6—Loan Security <br /> The SECURITY provided for this loan, as evidenced by the executed SECURITY AGREEMENT <br /> (Appendix 5) incorporated herein, shall be a pledge of water revenues backed by a rate <br /> Appendix 1 <br /> Page 1 of 3 <br />
