SECTION 1 —INTRODUCTION AND BACKGROUND <br /> This Supporting Design Report is for a 2,200 kW hydroelectric plant project located in <br /> Montrose County,Colorado approximately 6 miles southeast of Montrose,CO in Sections 24 of <br /> T48N R9W,New Mexico Meridian. The project location is shown in Exhibit 1. <br /> The project is located on an existing canal drop.The Uncompahgre Water Users <br /> Association(UVWUA)operates and maintains the canal system in Montrose and surrounding <br /> areas. They irrigate nearly 80,000 acres. <br /> This project will be very similar to the South Canal Drop 1,Drop 3 and Drop 4 projects <br /> constructed between 2012-2015.The same engineer,construction company,turbine/generator <br /> installer and switchgear contractor will be used. <br /> This report is written to demonstrate the technical basis for the project. <br /> SECTION 2—HISTORY <br /> The South Canal Drop 5 Hydroelectric Project is currently in the process of securing a <br /> Lease of Power Privilege(LOPP)with the Bureau of Reclamation. The South Canal Drop 5 site <br /> was designated for hydro-electricity by congress upon the construction of the canal,thus FERC <br /> will not be involved in this project.UVWUA will be the owner of this project.By law UVWUA <br /> has first right to issuance of the LOPP. <br /> The 22 MW project proposes enlargement of approximately2,000' of existingcanal. <br /> This will convey water to the intake/power house structure.There will be no penstock. Flow will <br /> then return to the existing canal.This will be a parallel bypass of water and will not affect <br /> irrigation users. <br /> SECTION 3—CONCEPTUAL DESIGN <br /> A.
