Powerhouse controls will be of utility grade. The switchgear will be backed by a 125
volt DC service battery system for operation of essential features during power outages,
specifically turbine shutdown and maintenance of flow in the canal system including the
bypass roller gate. The control panel will be fitted with an automatic telephone dialer to
alert of alarm conditions. A dial-in signal will allow remote monitoring of the plant
including critical variables (e.g.bearing temperature, voltage, etc.)from any telephone.
Substation and Transmission Line
The power will be sold to Delta Montrose Electric Association (DMEA) (See Appendix
G: Power Purchase Agreement). DMEA has a underground 12.4 kV line approximately
300' from the power house location.
A switchyard will be constructed at the powerhouse with a transformer capable of
stepping up the power generated at 4,160 V to the interconnection voltage of 12.4 kV.
Design and engineering work performed specifically in support of this project is being
conducted by Sorenson Engineering of Idaho Falls, Idaho. All project designs will be
reviewed and approved by Reclamation prior to authorizing construction. Conceptual
and final design will be developed for all elements of the project including the canal
system, intake channel, intake structure, tailrace, powerhouse, turbine, generator,
mechanical equipment, powerhouse electrical controls, and the substation and
transmission line. In addition, Sorenson Engineering gathered hydrological data and
modeled energy generation projections for the project.
Cost Estimate
Following is a breakdown of the capital costs for South Canal Site #5 Hydro Project
provided by Sorenson Engineering.
1) Powerhouse and Intake
a. Excavation&Backfill
b. Access Roads
c. Excavation&Backfill for intake and Powerhouse
d. Metal Building
e. General Civil Construction including structural
concrete
f. Concrete Demo,Fencing,and dewatering $3,327,284
2) Canal Work
a. Build banks and riprap $ 350,000
3) Mechanical
a. Kaplan Turbine,Generator,and Brushless exciter $1,296,000
b. Hydraulic Power Unit
12
