DEPOSITION <br /> EXHIBIT � SOUTHEASTERN COLORADO <br /> Water Conservancy District <br /> 404,. <br /> "Your investment in water" <br /> December 9, 2015 <br /> Chairman Rizzuto <br /> Arkansas River Compact <br /> Dear Chairman Rizzuto, <br /> I'm sorry I cannot attend this year's ARCA meeting in Garden City. It is always a pleasure to give an <br /> update on Southeastern Colorado Water Conservancy District's major projects. This year I thought I <br /> would give you an update on the Arkansas Valley Conduit(AVC) project. <br /> In February,2014 the Final Environmental Impact Statement(FEIS)Record of Decision was signed for <br /> the Arkansas Valley Conduit. The Record of Decision indicates that the FEIS was completed in <br /> compliance with the National Environmental Protection Act. <br /> AVC is a congressionally authorized feature of the Fryingpan-Arkansas Project that was not built during <br /> the original Fry-Ark construction.AVC would be a bulk water supply pipeline designed to meet existing <br /> and future municipal and industrial water demands in the lower Arkansas River basin.The proposed AVC <br /> project would serve the needs of 39 communities in the lower Arkansas River valley.The annual AVC <br /> deliveries would be 10,256 ac-ft.of water.The AVC water supply is needed to meet federal and state <br /> drinking water standards to supplement or replace existing poor quality water and to provide better <br /> quality water to customers. The AVC will also assist in meeting projected future water demands. <br /> Major components that would be constructed include about 230 miles of buried pipeline,a water <br /> treatment facility,pumping plants,and other related facilities. The estimated construction cost of AVC <br /> is$400 million. The project has an estimated annual cost of$3.5 million for AVC operations, <br /> maintenance and replacement. <br /> The AVC is currently in the feasibility level of design and engineering. This design level is scheduled to <br /> be completed in September 2016. Final design and engineering for the project is scheduled to begin in <br /> 2017 and completed the end of 2018.
