ILower South Platte River Study
IDecember 2001
• Overall, the project would benefit from modernization and rehabilitation of all
I existing facilities to more closely meet present-day standards for embankment
dams
IThe above-noted concerns would be addressed during the design of major
rehabilitations or enlargements of the dams and reservoir.
IIn 1998, Wheeler-Kumar completed a feasibility study of rehabilitating and
enlarging Julesburg Reservoir. That study included an evaluation of three basic
Ialternatives and several variations, as summarized below:
Alternative A - No increase in storage capacity; minimal rehabilitation of Dam 1
IAl - Rehabilitate Dam 1
A2 - Rehabilitate and reconstruct Dams 1, 1A, 2, 3, and 4 (Dike)
IAlternative B Increase storage capacity by 5,300 acre-feet. Raise,rehabilitate
and reconstruct Dams 1, 1A, 2, 3, 4 (Dike), 4, 5, and appurtenant
Istructures.
Alternative Cl Raise, rehabilitate and reconstruct Dams 1, 1A, 2, 3, 4 (Dike), 4,
I5, and appurtenant structures. Increase storage by 10,100 acre-
feet.
I Alternative C2 Raise, rehabilitate, and reconstruct Dams 1, 1A, 2, 3, 4(Dike),4,
5, and appurtenant structures. Dam 2 is replaced with a new
structure. Increase storage by 10,800 acre-feet.
I Alternative C3 Raise, rehabilitate, and reconstruct Dams 1, 1A, 2, 3, 4 (Dike),4,
5, and appurtenant structures. Dams 1 A, 2, and 3 are replaced
with a new dam located downstream to provide more storage.
IIncrease storage by 21,900 acre-feet.
I Cost estimates presented in the Wheeler-Kumar Report (1998) are summarized below and
updated to 2001 price levels:
I Alternative Additional Storage t't 1998 Cost t21 2001 Cost(z) Unit Cost
(AF) ($) ($) ($/AF)
Al 0 _ $381,000 $430,000 ---
I A2 0 $8,015,000
$12,583,000 $8,820,000 —
B 5,300 $13,800,000 $2,610
C1 10,100 $14,962,000 $16,100,000 $1,590
C2 10,800 $17,851,000 $19,500,000 $1,810
IC3 21,900 $22,962,000 $25,100,000 $1,150
(1) Over and above the 22,900 acre-feet of existing storage.
I (2) From Wheeler-Kumar report dated March 1998.
(3) Evaluation at approximately 3 percent per year over three years;added 10 percent to 1998 cost and rounded.
