' • Detailed environmental studies to evaluate the potential positive and negative
effects of project implementation, including wetlands, flows in the South Platte
River and Lodgepole Creek, threatened and endangered species, aesthetics,
recreational uses, land uses, and socio-economic factors in the region.
' • Preparation of conceptual-level design of key project features, including the dams
and their appurtenant facilities, diversion and pumping facilities for filling and
draining the reservoirs, canal modifications (if needed), and potential mitigation
' measures
' • Detailed financial analyses, including alternative loan terms and cost-sharing
scenarios.
' • Identification of the institutional and inter-governmental arrangements for
implementing and operating the project.
' 5. Under CWCB leadership, begin discussions of potential institutional arrangements for
implementing the project and determine the state's role, if any, in project
implementation.
6. Following completion of the feasibility study(or perhaps while the study is
' progressing), begin preparing documentation for a water rights filing for the project.
