J R <br /> Some conceptual ideas - sense of where may go - focus <br /> People come to table with different understandings <br /> Not talk re: universe. Focus on values as way to protect them. Narrow down in third/fourth <br /> public meeting. <br /> Protection mechanisms - like instream flow. Might work(even if tried before and didn't work). <br /> Trade off of tools not always obvious. Danger if public reacts to what public thinks how tools <br /> work <br /> Values and Risks: Not ask for answers right away. People need to become comfortable with <br /> each other and need to get facts first. Put value on process/community participation. People <br /> need to come together <br /> Who will be the decision maker? What is a decision maker? Who decides after a number of <br /> meetings that some action should be taken? <br /> If X occurs, what happens? <br /> If Community process is "drifting", Steering Committee needs to meet to brainstorm <br /> Do we need something like bylaws? A set of rules? <br /> Ready to disseminate power. If X occurs/if not occur- do Y <br /> Tangential ways to keep on task- op-ed piece <br /> If position taking at first few meetings, Committee steer toward facts <br /> Initial Document: Identify process steps; Remind new people where we are; If missed steps, go <br /> back <br /> Facilitator: Not focus on USFS as tool. Make sure all have fair shot at speaking. Everyone right <br /> to their views. No ridicule, Everyone's opinions count. <br /> One person talk at once. Respect other people's time <br /> Why people interested in process <br /> First Stream: <br /> • Start easy. Best shot at reaching agreement. Get process in place.
