ROUGH DRAFT 12/2/07 <br /> River Protection Workgroup <br /> Steering Committee Minutes <br /> October 29, 2007 <br /> In attendance were: Linda Bassi (by phone), Scott Brinton, Steve Fearn, Ann Oliver, Janice <br /> Sheftel, Mark Stiles, John Taylor, Chuck Wanner, Bruce Whitehead, and Facilitator Marsha <br /> Porter-Norton. <br /> 1. The Committee reviewed and corrected the minutes for October 1 and October 12. <br /> 2. The Committee reviewed Marsha's draft of 10/29/07, attached, for the conduct of the <br /> Community Process, as discussed below. <br /> 3. Participants in the Community process need to be able to get their points heard; and need <br /> to know what happens to their input,what the next steps will be, and what will be the end of the <br /> process. The process should not draw lines,but create conditions for a community <br /> dialogue/forum. Key participants may be implementers of community decisions, which could <br /> range from the issue as a non-starter to enough coalescing interest to pursue protection under <br /> WS&R Act. Decisions are to be made by consensus or negotiations about potential actions <br /> The Steering Committee needs to decide the role of the Steering Committee in the Community <br /> process. <br /> • Committee take active role to facilitate process <br /> • If Committee members sense interest in an action, need to take leadership role,but <br /> shoulder to shoulder, not out front <br /> • Public is not there to help us. Not expect public to do something for us. Committee <br /> members are there to help the public <br /> • Committee to recognize issues/potential. Help drive the process. Provide forum to jump <br /> start decision making <br /> • Committee members need to help organize/coalesce thoughts - serve as collective <br /> facilitator <br /> • Committee is to foster the process, not prejudge where the process will go <br /> • Committee is to serve as catalyst to help provide framework for community discussion of <br /> the streams identified <br /> • Committee members need to play role as guides since they have spent two years <br /> discussing. Need to be humble <br /> • Committee just catalyze discussion. Group identify different ideas with broad support. <br /> Narrow ideas get tempered <br /> • Statement of purpose- Committee's role is not to take testimony and then decide <br /> • If Committee member at table,help to lead from within group <br /> What are possible outcomes?
