(d) assist in developing process <br /> Therefore, San Juan, Animas, Vallecito/Piedra should not be first stream <br /> 9. SWWCD is at the table because of potential impact of W&SR status on <br /> conditional rights/upstream development. The Animas and Piedra both have upstream rights. <br /> Therefore, need to bring certainty to USFS administration of a stream where there are water <br /> rights issues. Concern that if have first success with an easier stream, then the process will die. <br /> Also,there is a timing issue. The USFS/BLM management plan will most likely be finalized <br /> before committee completes community stream process. If a stream is designated as suitable, it <br /> will be managed as W&SR. We don't know what protections USFS will impose <br /> For the Piedra River,W&SR is the worst possible solution to protect values. <br /> There are only two access locations: Piedra River Bridge and First Fork Bridge. W&SR status <br /> will create huge traffic problems, immense public use of trails including those along <br /> Trail/Sand/ Water Creeks. W&SR status will impact Piedra negatively: severely degrade <br /> the stream and negatively impact the Upper Piedra Community. Protections are already in place. <br /> Lots of feeling about the Piedra's status might make it hard to start with. Better to have chance <br /> to develop other tools before studying the Piedra. <br /> 10. Streams not be put on/off the table arbitrarily <br /> 11. If community participants get used to the process, there will be less hard feelings <br /> when discussing Animas and Piedra. We should climb big mountains only after climbing little <br /> ones. <br /> 12. Begin with Hermosa- not as simple as some have stated. Medium, not no <br /> complexity, with no wilderness. Issues may help define range of solutions. <br /> Hermosa includes grazing issues; business interest in basin; downstream water rights; one <br /> piece of private land, including water rights and one at top of Graysill, outside the stream reach. <br /> Issue may be W&SR v. specially crafted concept. <br /> Even if the Hermosa is at the lower end of the complexity continuum, this will not <br /> prevent development of the process. Test drive process where there may not be huge issues re <br /> water rights. Need to work kinks out of routine. <br /> 13. Start with two stream segments in parallel process. Chance to sharpen wits -re <br /> tools, make them easily understood. For Piedra, need sharp tools which can be established with <br /> one stream segment process well underway. <br /> The real issues for the Animas/Piedra Rivers can't be worked out until get into the actual <br /> community process for these streams. <br /> While not solve problems for a very complex river by starting with an easier one, <br /> 2 <br />
