• 2015 Wild &Scenic AMP Monitoring Plan Proposal
The Wild &Scenic Monitoring Workgroup has developed the following proposal for 2015
monitoring. The Monitoring WG Proposal covers three principle areas: stream temperature
monitoring, user surveys through RRC Associates, and physical/biological monitoring. The
Monitoring WG is not proposing any new monitoring at this time and suggests 2015 monitoring
efforts continue to build on our previous work in an effort to further develop our baseline dataset.
1. Temperature Monitoring: For 2015 the Monitoring WG is proposing to continue our
temperature monitoring effort as in previous years. Deployment of the temperature loggers
will be at the same 3 locations from April 1st—September 30, 2015. In addition the Mon WG
will continue to collect temperature data from the 2 BLM temperature sites and the 2 USGS
temperature sites that exist within W&S segments 4-7. As in the past, costs associated with
labor/drive time will be covered by Trout Unlimited and the Colorado River District for 2015
as in-kind contributions.Temperature monitoring costs for 2015 are estimated at$500
which would cover the costs for replacing current temperature loggers.
2. RRC Associates: For 2015 RRC Associates has proposed to continue the pilot effort to
establish baseline measures and methods utilized in developing the SG provisional ORV
Indicators and Resource Guides. The 2015 proposal has a base component, which will
include commercial data collection, physical observations, traffic counters, develop/refine
the on-river participation model, and final report for$40,000.The second component
• covers a suite of optional/menu surveys to better target anglers and floatboaters utilizing
intercept surveys and email panel surveys with an estimated cost of up to$18,500.
Assuming no budgetary constraints for 2015 the entire survey effort would cost$58,500.
The entire RRC proposal is attached.
3. Sediment and Macro invertebrate Sampling: For 2015 the Monitoring WG is proposing to
collect macroinvertebrate samples similar to work conducted by Colorado State University's
Brian Bledsoe in 2014. While this effort has not been fully scoped with CSU at this time, the
Monitoring WG proposes to budget$9,000.The 2014 macroinvertebrate samples collected
were processed through the BLM's "Bug Lab" in Utah as an in-kind donation, saving the SG
several thousand dollars. We are hopeful BLM will offer this service again in 2015. If so,the
remaining funds could be used to contract CSU for additional sediment sampling similar to
2014.This component of the monitoring effort will be refined in consultation with CSU
based on their recommendations.
The Monitoring WG believes this proposal will further our baseline monitoring effort while the SG
awaits the "Provisional Period." Over the next few months the Monitoring WG will continue work
on developing a comprehensive annual monitoring plan. If approved, the entire 2015 monitoring
proposal is expected to cost$68,000.
•
