The SG Plan also includes provisions addressing governance, <br /> representation, decision-making, funding, and agency coordination. It is anticipated that <br /> BLM and the USFS will be non-voting members of the Stakeholder Group. The Plan is <br /> contingent upon the agencies deferring but not precluding a suitability determination, <br /> and on resolution of the issues under Section III.C.2.c.of this Plan (Poison Pill). <br /> Proponents of new projects that seek federal authorization, funding or assistance could <br /> choose to participate in the SG Plan. In such event, a new project proponent would: <br /> inform the SG of the proposed project in a timely manner to facilitate SG consideration <br /> and comment on the project; formally endorse the Plan and commit to participate in the <br /> Cooperative Measures procedures and funding provisions of the Plan; and demonstrate <br /> to the appropriate permitting/authorizing agency(ies) that project operations will not <br /> unreasonably diminish the ORVs or that operations will be subject to mitigation to avoid <br /> unreasonably diminishing the ORVs. The SG intends that permitting or authorizing <br /> agency(ies)will conduct their own independent assessment of a project's impacts to the <br /> ORVs, if any. Membership as a stakeholder is not intended to serve as project <br /> mitigation nor as a means to demonstrate that a project does not unreasonably diminish <br /> the ORVs (except as may be agreed between the project proponent and the SG). <br /> Page 4 of 71 <br />
