• Memorandum <br /> To: Upper Colorado River Wild & Scenic Stakeholder Group <br /> From: W&S Drafting Committee <br /> Re: MOU for implementation of SG Plan <br /> Date: December 28, 2012 <br /> The Upper Colorado River Wild& Scenic Stakeholder Group (SG) asked the Drafting <br /> Committee to develop a recommendation regarding what memorandum(s) of <br /> understanding (MOUs) would be appropriate for execution by G members as we move <br /> forward with implementation efforts under the SG Management Plan. Following is a <br /> summary of the Drafters' recommendations: <br /> 1. Current period prior to "effective date" of Plan (i.e., prior to issuance of <br /> records of decision by BLM and USFS;°approving the SG Plan as the'`amanagement <br /> alternative without material change). <br /> • The Drafting Committee's recommendation is that the stakeholders do not <br /> need an MOU to govern SG efforts prior to BLM and USFS approval of <br /> the proposed SG Plan. :' <br /> • The SG effo,,�s during this period are governed by the Timeline and Task <br /> List in ',, 't B, Section 2, which provides specifics regarding (1) <br /> decision makin ; (2) funding;'an" d(3) tasks. <br /> 2. Provisional Perio Ov` " <br /> • One w��ohe tasks ing the current pre-Plan period is for the stakeholders <br /> to "[d]e ` ' • [an o among SG members for [the] provisional period <br /> of[the] P [Attachment B, Section 2.J]. The provisional period MOU <br /> s <br /> is to be exe ed after BLM/USFS adopt the Plan. [Attachment B, Section <br /> 144(2)1 <br /> • ;1144e4•44:,),0„ii,';Committee believes that a very simple MOU should be <br /> developed for execution following the effective date of the Plan. This <br /> MOU would be signed by entities electing to become formal members of <br /> the SG Plan, once the Plan is approved. A draft MOU for this purpose is <br /> attached to this memo. In preparing it, the Drafting Committee took care <br /> to keep it as simple as possible and to avoid restating or re characterizing <br /> the provisions of the SG Plan. <br /> • This MOU would be executed after BLM/USFS approve the SG Plan, and <br /> would govern the first three-to-five year provisional period of the Plan. <br /> • <br />
