Working Draft—GSFO Recreation Appendix- 3-6-2009 Hack Lake Special Recreation Management Area (SRMA) (Alternative B) RMZ Outcome Objective The outcome objective identifies the specific recreation activities to be emphasized, the outcomes(experiences and benefits) to be produced/realized as well as the desired customer assessment standard to be monitored and achieved. Participants in visitor assessments report an average 4.0 realization of the targeted experience and benefit outcomes listed below. (4.0 on a probability scale where: 1 = Not at all realized to 5=totally realized). Activities Experiences Benefits Personal: • Hiking • Enjoying the solitude • Developing stronger ties with my family or friends • Horseback • Escaping everyday • Improved physical fitness and health maintenance Riding responsibilities for a • Improved mental well-being • Hunting while •Greater environmental awareness and sensitivity • Camping • Releasing or reducing some built-up mental Community/Social: tensions • Strengthing relationships with family and friends • Getting some needed physical exercise Environmental: • Enjoying the area's • Increased awareness and protection of natural landscapes wildlife, scenery,views and aesthetics. Economic: •Increased desirability as a place to live or retire • Maintain local tourism revenue Proposed Recreation Setting Character Conditions (RSCCs) RSCCs depict the desired future recreational qualities of the landscape(physical), the qualities associated with use(social), and the conditions created by management(operational);that influence the kinds of recreation activities that are offered and recreation outcomes produced/realized. Proposed Physical RSCCs Remoteness:The current remoteness from motorized vehicles exists. Naturalness:The existing natural landscape is retained. Any new, non-recreational modifications(e.g. ROWs, fences, ponds)are not visually obvious or evident. Visitor Facilities:Simple/basic recreation developments at trailheads along with maintained/signed trails are found on-site. Proposed Social RSCCs Contacts(avg.): Participants encounter a season average 4-6 encounters/day. Group Size(avq.):Participants encounter a season average 6-8 people per group. Evidence of Use: Sounds of other people rarely heard. A few small localized areas of vegetation alteration and compacted/bare soils are acceptable near the trailhead and at campsites. Inappropriate recreation use is rehabilitated. Proposed Operational RSCCs Access(types of travel):All public recreational access is non-motorized/mechanized. Visitor Services/Info: A simple brochure/map assists visitors. Minimum directional signage is installed on routes. Rules, regulations and ethics clearly posted at trailheads. Management Controls:A moderate degree of visitor and land use controls exercised. BLM on-site presence is low away from trailheads. Page 124
