C. Notification procedures and anticipated consideration by federal agencies <br /> 1. [description of notification procedures]. <br /> 2. Federal agencies agree to notify SG of proposed actions that may affect ORVs. <br /> SG recommendation for BLM to enter into agreements with other federal <br /> agencies to ensure consideration of ORVs and SG plan[may not be needed under <br /> suitability scenario]. <br /> a. SG agrees to provide timely comments/input to agencies. <br /> VI. Flow Based ORV Protection Measures <br /> A. This section on the SG Management Plan focuses on scientifically quantifying the timing <br /> and rate of river flow needs for the support and protection of ORVs addressing BLM's <br /> Evaluation Factor 1. River flow rates and the timing of those flows are a vital resource <br /> component that contributes to the ORVs. Other factors, such as water quality,may also <br /> limit ORV protection and the roles of these other factors are addressed elsewhere in this <br /> Management Plan. <br /> B. The SG Management Plan recognizes that the identified ORVs developed over time and <br /> as a result, in part,of historical amounts and timing of river flows. These historical <br /> conditions represent a range of hydrologic variability. Consequently no single target <br /> river flow rate accurately reflects the conditions that established the ORVs. Instead the <br /> ORV protective flow rates provide seasonal flow ranges and recognize varying annual[?] <br /> wet,dry and average hydrologic conditions. These proposed ORV flow rates also reflect <br /> historical water rights operations,controlled in large part by downstream calls at the <br /> Shoshone Power Plant,and less often Cameo,and releases from upstream reservoirs to <br /> meet those calls, or the requirements of downstream water demands. <br /> In addition,the SG has compiled information characterizing specific resource <br /> flow needs and preferences. The flow needs and preferences vary based on the different <br /> biological habitats and recreational opportunities that are determined to be primarily <br /> important at a given time period. As a result,the Management Plan outlines a range of <br /> flow rates based on historical river conditions and the conducted assessments and site- <br /> specific surveys of resource flow needs and preferences. One of the goals of the <br /> Management Plan through the cooperative and coordinated actions,within the SG and in <br /> consultation with governmental agencies, is to protect and,to the extent possible without <br /> limiting project yield,enhance the timing and rate of flows through reservoir operations <br /> and releases. As a result,the ORVs can be protected, supported and enhanced in a <br /> manner that would not otherwise be available to the BLM without the cooperation of the <br /> SG. <br /> As described below,the Management Plan will rely on water rights applied for <br /> by the CWCB for instream flows that will provide base flow protection for the existing <br /> wild trout population.
