The Castle Pines North <br /> Metropolitan Water Enterprise is operated and maintained <br /> pursuant to Article 45.1, Title 37, C.R.S. and was formed <br /> and is operated as an enterprise within the meaning of <br /> Colorado Const. Description of PROJECT: This LOAN CONTRACT is the for the District's participation <br /> in the Chatfield Reallocation Project, specific to Chatfield Reallocation Project, for <br /> engineering, recreation facilities construction, on-site mitigation, off-site mitigation, <br /> and mitigation monitoring as defined in the Agreement Between the Department of <br /> the Army and the Colorado Department of Natural Resources for Reallocation of <br /> Water Storage Space, Recreation Modifications, and Compensatory Mitigation <br /> Features at the Chatfield Dam and Reservoir, Colorado dated October 9, 2014, <br /> incorporated herein by reference, is defined as the "PROJECT". This is part of a <br /> multi-year and multi-phased project. The total loan amount, for this CONTRACT, for <br /> these Project activities is $4,143,020, which includes a loan one percent (1%) <br /> loan service fee of$41,020 at an interest rate of 3.00% for 30 years. <br /> B. Description of Feasibility Study: The CWCB has reviewed a feasibility study report <br /> dated March 2014 on the PROJECT, titled "Castle Pines North Metropolitan District, <br /> Participation in the Chatfield Reservoir Reallocation Project,"which was prepared <br /> by Jim Nikkei, P.E. District Manager with support from Peggy Dowswell, CPA, <br /> District Finance Director and Joan Fritsche, Esq., of Collins Cockrel & Cole. The <br /> feasibility study includes an alternative analysis, cost estimates, and financial <br /> statements. The feasibility study relies on the FR/EIS prepared by the Corps, and <br /> the Fish, Wildlife and Recreation Mitigation Plan (FWRMP) prepared by the <br /> Reallocation Participants in accordance with C.R.S. 37-60-122.2. <br /> Appendix 1 <br /> Page 1 of 5 <br />
