The Castle Pines North <br /> Metropolitan Water Enterprise is operated and maintained <br /> pursuant to Article 45.1, Title 37, C.R.S. and was formed <br /> and is operated as an enterprise within the meaning of <br /> Colorado Const. Art. Description of PROJECT: This LOAN CONTRACT is to be used for the Chatfield <br /> Reallocation Project, specific to the "first cost of storage" as defined in the <br /> Agreement Between the Department of the Army and the Colorado Department of <br /> Natural Resources for Reallocation of Water Storage Space, Recreation <br /> Modifications, and Compensatory Mitigation Features at the Chatfield Dam and <br /> Reservoir, Colorado dated October 9, 2014 and is defined as the "PROJECT". It will <br /> provide 20,600 acre-feet (AF) of storage in Chatfield between elevations 5432 and <br /> 5444 MSL for M&I water supply and other purposes including agriculture, <br /> environmental restoration and recreation and fishery habitat protection and <br /> enhancement. The District will directly receive 941.5 AF and, through the South <br /> Metro Water Supply Authority, indirectly receive 64.3 AF, for a total storage <br /> space of 1005.8 AF. The BORROWER'S estimated pro-rata cost share, based on <br /> their storage allotment, is $795,000 and the loan amount approved by CWCB is <br /> $723,160 which includes a loan origination fee of 1% of $7,160. <br /> B. Description of Feasibility Study: The CWCB has reviewed a feasibility study report <br /> dated March 2014 on the PROJECT, titled "Castle Pines North Metropolitan District, <br /> Participation in the Chatfield Reservoir Reallocation Project,"which was prepared <br /> by Jim Nikkei, P.E. District Manager with support from Peggy Dowswell, CPA, <br /> District Finance Director and Joan Fritsche, Esq., of Collins Cockrel & Cole.
