Description of PROJECT: the District's participation in the Chatfield Reallocation <br /> Project, specific to Chatfield Reallocation Project, for engineering, recreation <br /> facilities construction, on-site mitigation, off-site mitigation, and mitigation <br /> monitoring as defined in the Agreement Between the Department of the Army and <br /> the Colorado Department of Natural Resources for Reallocation of Water Storage <br /> Space, Recreation Modifications, and Compensatory Mitigation Features at the <br /> Chatfield Dam and Reservoir, Colorado dated October 9, 2014, incorporated <br /> herein by reference is defined as the "PROJECT". This is part of a multi-year and <br /> multi-phased project. The BORROWER'S estimated pro-rata cost share, based on <br /> this PROJECT, is $18,083,000 and the loan amount approved by CWCB is <br /> $18,263,830 which includes a loan service fee of 1% of$180,830. <br /> B. Description of Feasibility Study: The CWCB has reviewed a feasibility study <br /> report dated March 2014, on the PROJECT, titled "Central Colorado Water <br /> Conservancy District Participation in the Chatfield Reallocation Project"which was <br /> prepared by Ed Armbruster, P.E., with White Sands Water Engineers, Inc. and <br /> includes an alternative analysis, cost estimates, and financial statements. The <br /> feasibility study relies on the FR/EIS prepared by the Corps, and the Fish, <br /> Wildlife and Recreation Mitigation Plan (FWRMP) prepared by the Reallocation <br /> Participants in accordance with C.R.S. 37-60-122.2. Based upon the feasibility <br /> report, incorporated herein by reference, the CWCB determined the PROJECT to <br /> be technically and financially feasible. <br /> SECTION 3—CWCB'S AUTHORITY <br /> Severance Tax Perpetual Base Fund: This loan is made pursuant to the provisions of <br /> §§ 39-29-109(1)(a)(I), 37-60-119 and 37-60-120, C.R.S., which authorize the CWCB to <br /> loan money for water projects from the Severance Tax Perpetual Base Fund for the <br /> benefit of the people of the state, provided that the BORROWER assures repayment of that <br /> money. <br /> Appendix 1 <br /> Page 1 of 5 <br />
