Description of PROJECT: This LOAN CONTRACT iS to be used for the Chatfield <br /> Reallocation Project, specific the "first cost of storage"as defined in the Agreement <br /> between the Department of the Army and the Colorado Department of Natural <br /> Resources for Reallocation of Water Storage Space, Recreation Modifications, <br /> and Compensatory Mitigation Features at the Chatfield Dam and Reservoir, <br /> Colorado dated October 9, 2014, incorporated herein by reference is defined as <br /> the "PROJECT". It will provide 20,600 acre-feet (AF) of storage in Chatfield between <br /> elevations 5432 and 5444 MSL for M&I water supply and other purposes including <br /> agriculture, environmental restoration and recreation and fishery habitat protection <br /> and enhancement. In addition to its current 2,849 AF allotment of Chatfield's <br /> reallocated storage, the District has obtained Western Mutual Ditch Company's <br /> (WMDC) 1,425 AF of storage, currently funded and managed by CWCB. The <br /> District's total storage space, will be 4,274 AF. The BORROWER'S estimated pro- <br /> rata cost share, based on their storage allotment, is $3,156,000 and the loan <br /> amount approved by CWCB is $3,187,560 which includes a loan service fee of <br /> 1% of$31,560. <br /> B. Description of Feasibility Study: The CWCB has reviewed a feasibility study report <br /> dated March 2014, on the PROJECT, titled "Central Colorado Water Conservancy <br /> District Participation in the Chatfield Reallocation Project"which was prepared by <br /> Ed Armbruster, P.E., with White Sands Water Engineers, Inc. and includes an <br /> alternative analysis, cost estimates, and financial statements. The feasibility study <br /> relies on the FR/EIS prepared by the Corps, and the Fish, Wildlife and <br /> Recreation Mitigation Plan (FWRMP) prepared by the Reallocation Participants <br /> in accordance with C.R.S. 37-60-122.2. Based upon the feasibility report, <br /> incorporated herein by reference, the CWCB determined the PROJECT to be <br /> technically and financially feasible. <br /> SECTION 3—CWCB's AUTHORITY <br /> Severance Tax Perpetual Base Fund: This loan is made pursuant to the provisions of <br /> §§ 39-29-109(1)(a)(I), 37-60-119 and 37-60-120, C.R.S., which authorize the CWCB to <br /> Appendix 1 <br /> Page 1 of 3 <br />
