100 Acres,Penrose,CO <br /> PURPOSE, INTENDED USE AND INTENDED USER <br /> The purpose of the appraisal is to estimate the market value, as is, of the property described herein (in <br /> the provided survey/plat) on July 11, 2012,the date of property inspection. <br /> Penrose Water District is the client for this appraisal. This appraisal report is intended for use by <br /> Penrose Water District for asset management or asset purchase purposes. It is not intended for any <br /> other use or users. <br /> This appraisal report is not to be used or relied upon by any other party for any purpose without the <br /> written consent of the appraiser. The appraiser is not responsible for unauthorized distribution and/or <br /> use of this report. Any party who uses or relies upon any information in this report,without the <br /> preparer's written consent, does so at their own risk. <br /> SCOPE OF THE APPRAISAL <br /> The scope of this appraisal includes estimating the subject property value based upon the data, <br /> assumptions, and other criteria contained in this report, and this process includes collecting, <br /> confirming, analyzing, and reporting data. All sales data presented in this appraisal report have been <br /> confirmed through an examination of recorded warranty deeds and deeds of trust and/or through <br /> conversation with either a principal or broker involved in the transaction, unless specifically stated <br /> otherwise in the discussion of a particular transaction. <br /> All listing data presented has been confirmed either with the property owner or their agent.All <br /> information regarding construction or development costs has been estimated from the subject's <br /> proposed costs,the Marshall Valuation Service and/or from known costs of other similar type <br /> properties or developments and from local building contractors. All information regarding zoning, real <br /> estate taxes, and other governmental matters has been collected from those agencies responsible for the <br /> promulgation or enforcement of those matters. <br /> Sources of specific data pertaining to the property descriptions or to general market conditions are <br /> identified in the appropriate section of the appraisal. General information regarding the city,the <br /> neighborhood,the subject property or overall market conditions is the appraiser's conclusions based <br /> upon personal inspection, data collection, and analyses. The appraiser completed a physical inspection <br /> of the subject property on July 11, 2012. <br /> A search of municipal records has been completed to ascertain the current and historical assessment and <br /> ownership data regarding the subject property. The subject is appraised assuming there are no liens or <br /> other matters of record,which would impact its market value. <br /> The subject property's current physical and legal conditions, its background and history,were <br /> researched with all due diligence expected of a professional real estate appraiser in the course of <br /> performing appraisal services. The appraiser has attempted to analyze the subject property as seen <br /> through the eyes of the hypothetical, "most probable" buyer. <br /> In regard to environmental issues, including potential contamination by hazardous substances,the <br /> appraiser has made a limited scope analysis of the subject property. In the course of the inspection of <br /> the property, only a visual observation has been performed. The appraiser did not search title, interview <br /> the current or prior owners, or" do any research beyond that normally associated with the appraisal <br /> process unless otherwise stated. The user of this appraisal is reminded that the appraiser is not trained <br /> or qualified to identify potential environmental problems;therefore,users should make their own <br /> determination of whether an environmental professional is required for further study. Since the <br /> appraiser is not an environmental professional,he cannot be held liable for the lack of detection or <br /> identification of possible environmental problems.
