• <br /> EXHIBIT 1 <br /> Description of the Southern Water Supply Project <br /> Fort Lupton/Hudson Pipeline <br /> The Southern Water Supply Project - Fort Lupton/Hudson Pipeline (the "Pipeline") consists of <br /> approximately 29 miles of 28-inch diameter and 22-inch diameter pressurized, buried steel pipeline <br /> and various valve and vent facilities. The Pipeline will convey water from the Carter Lake to <br /> Broomfield Pipeline portion of the Southern Water Supply Project to Participant delivery points <br /> shown on the attached map. <br /> The route for the 29-mile buried pipeline begins at the Carter Lake to Broomfield Pipeline <br /> connection northwest of the City of Longmont near Table Top Mountain. The route proceeds <br /> directly east along Vermilion Road in Boulder County and Weld County Road (WCR) 32 up to the <br /> crossing of Interstate I-25. At this point the route traverses to the half section line, one half mile <br /> north of Highway 66, and proceeds east to a point just west of the South Platte River near <br /> Platteville. The route then turns southeast and crosses the South Platte River. The route then <br /> follows along WCR 30 for approximately 2 miles to the intersection with WCR 31. The route then <br /> turns south and east and proceeds approximately 8 miles to the new water treatment plant site for <br /> Fort Lupton and Hudson on Badding's Hill. <br /> The Pipeline will also include various appurtenant facilities. Some of the significant appurtenances <br /> include a combination metering and valve facility at the beginning of the Pipeline near Table Top <br /> Mountain, an isolation valve located near the Town of Mead, an isolation valve located in the Platte <br /> Valley near WCR 19, a turnout valve for the Morgan Pipeline at the intersection of WCR 30 and <br /> WCR 31, and a flow control structure for Fort Lupton and Hudson at the same location. Other <br /> facilities, such as air-vacuum/air release valves and blow-off valves will be provided along the <br /> length of the pipeline. <br /> e FU <br />
