1 <br /> INTRODUCTION <br /> WestWater Engineering (WestWater) performed a wetland delineation for Bull Creek Reservoir <br /> (BCR) #4. BCR #4 is positioned southwest of the town of Mesa, on federal lands managed by <br /> the USFS within the Grand Mesa National Forest in Sections 20 and 29, Township 11 South, and , <br /> Range 95 West, 6th Principal Meridian (Figure 1). To access BCR #4 follow Highway 65 south <br /> to Forest Service (USFS) 254.1A (Long Slough)then USFS 506.1A(Bull Creek Cutoff). <br /> In 2010, Bull Creek Reservoir, Canal and Power Company filled their reservoir to an elevation <br /> of 9,861 feet following the completion of required maintenance. As a result, restrictions placed <br /> by the State Engineers Office, have been removed and the reservoir has been restored to historic <br /> water levels. A wetland delineation was completed by WestWater biologists during the 2009 <br /> field season. This delineation was submitted to the Army Corps of Engineers (ACOE) and later <br /> withdrawn. As a result the delineation was never verified by the ACOE. However, these <br /> boundaries defined in 2009 have been used as a baseline during the subsequent years of <br /> monitoring of secondary wetland impacts as a result of filling the reservoir. <br /> WestWater biologists performed a wetland delineation in August 2014 and a site visit was made <br /> by WestWater and the ACOE on September 5, 2014 to verify the wetland delineation. <br /> The survey area extended approximately 25 feet above the new high water mark and totaled <br /> 35.14 acres (Figure 2). WestWater identified 9.67 acres of wetland (Figures 2 through 6). <br /> PROJECT SITE DESCRIPTION 1 <br /> Vegetation <br /> Vegetation communities within the project footprint consist of riparian/wetland and subalpine <br /> woodland communities. Plant species observed are found in Appendix A. <br /> Terrain 1 <br /> The project is located in the Grand Mesa National Forest at an approximate elevation of 9,800 <br /> feet. Surrounding the reservoir is a relatively gentle terrain bordered by many reservoirs. <br /> Soils <br /> Table 1 depicts the Natural Resources Conservation Service (NRCS) soil map unit within the <br /> survey area and its hydric rating(NRCS 2014). <br /> Table 1.
