Type of Entity: Special District formed pursuant to and governed by
Article 1, Title 32, C.R.S. and located in Weld County.
The Central Weld County Water Activity Enterprise is a
water activity enterprise established by the District by
Resolution dated November 18, 1993, pursuant to Article
45.1, Title 37, C.R.S., which resolution is incorporated
herein by reference. The Enterprise was formed and is
operated as an enterprise within the meaning of COLD.

Section 2 — Project Description
A. Description of PROJECT: The BORROWER applied to the CWCB for a loan to be
used for the construction of a new water storage reservoir, located in Larimer
County, hereinafter referred to as the PROJECT, at an estimated total cost of
$10,500,000.
B. Description of Feasibility Study: The CWCB has reviewed a feasibility study
report on the PROJECT compiled by Smith Geotechnical Engineering Consultants,
which is incorporated herein by reference, and, based upon the feasibility report,
the CWCB determined the PROJECT to be technically and financially feasible.
SECTION 3 — CWCB's AUTHORITY
Severance Tax Trust Fund Perpetual Base Account:This loan is made pursuant to
the provisions of §§ 39-29-109(1)(a)(I), 37-60-119 anc?37-60-120, C.R.S., which
authorize the CWCB to loan money for water projects from tile ' 0 : Severance Tax

SECTION 4 - BOARD APPROVAL AND LEGISLATIVE AUTHORIZA
At its November 2003 meeting, the CWCB approved a Loa r -r. - Tax
Trust Fund Perpetual Base Account to the BORROWER in an amount up . 010 for
PROJECT Costs, with repayment terms of 4.15% per annum for 20 years.
Pursuant to Bill 03-110, Section 2.b, the Colorado General Assembly authorized
